AT&T doesn’t really want to recall the oversea jobs because it is more profitable for them to employ oversea workers.
In the USA, if they even have job offers, 90% of the hired ones are Blacks… why?… well, Blacks historically have high turnovers and very poor job performances. Oh well, the reports will say exactly that (but not about the Blacks) … and hence will justify the oversea jobs to remain there.
