How can cablevision of New Jersey charge full price for NHL Center Ice but do not offer any HD games?

I called and was told that they do not have the rights to air the games. Every Center Ice ad states select games in HD for the price of $169. – They also do not offer the NHL Network in HD but they show programs and commercials that clearly are missing parts of the telecast. One examples of this is when they show the players names with half of the name missing for the NHL Center Ice Package.
